Official UK procurement notice
ZED Waltham Forest · UK public procurement notice
Authority: London Borough of Waltham Forest (Local council)
What is being bought
Published requirement descriptionThe Authority is looking to appoint a delivery partner to continue the ZED Waltham Forest zero emission delivery service for LBWF and local businesses. The service supports Council departments and local businesses with deliveries utilising e-assist cargo bikes and trikes to courier goods within the borough and beyond.
- No preliminary market engagement: Pre-existing Market Knowledge The authority’s extensive understanding of the market—gained through prior procurement exercises—means there is already a clear view of supplier capabilities and the availability of suitable solutions. As a result, the value that could be obtained from a Preliminary Market Engagement (PME) exercise is significantly reduced. With no material likelihood of uncovering new information, it is more prudent to direct resources towards the procurement itself, ensuring efficiency and focus throughout the process.

- Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Commercial outcome & contract awards
Published awards, contracts and bid statistics, not a forecast| Awarded to | Value | Date | Status |
|---|---|---|---|
| supplier not published | — | 28 Jan 2026 | CancelledFurther to the commercial analysis undertaken, it has become apparent that costs associated with the current procurement have risen significantly and are now deemed unsustainable. In accordance with Section 55 of the Procurement Act 2023, and mindful of the statutory obligation under Section 12 to ensure Value for Money, the Authority considers that continuing with this award would not be in the public interest. It is therefore recommended that the procurement process be discontinued, the specification and price weightings reviewed, and a new procurement exercise commenced to better meet statutory objectives. |
