Using the RIBA Plan of Work 2013 as a basis and working closely with the OCHL’s project manager, the Supplier will assist in the delivery of new homes on identified sites subject to feasibility work demonstrating that they are proceedable
It is possible that some design feasibility work has been previously undertaken on sites which will require verifying. The services during the construction contract period will be common to all sites.
The Supplier will be asked to provide initial feasibility studies on sites to allow OCHL to identify which sites are best placed to be taken forward for development.
The Supplier will need to compile the Employer’s Requirements for sites on behalf of OCHL. This work will need to develop into a set of specifications for each tenure being developed with particular attention to homes intended for open market sale and private rent along with other specialist advisors that OCHL may engage to assist with this aspect.
The Supplier will lead on and attend all necessary public consultation events with the local community, interested parties, stakeholders and elected Members.

Published award criteria (2)
- Quality: 70
- Price: 30
- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
- “Development Management Services (MASTER)” is a dynamic market: the contest is a place on its panel, not a single contract.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
