Authority: Department for Energy Security & Net Zero (Central government)·Consortium: 5 public authorities
What is being bought
Published requirement descriptionDESNZ are procuring services to substantially upgrade & improve the software system used to generate annual estimates of Greenhouse Gas & pollutant emissions across the UK. Currently a set of XLS files, Access databases & SQL, with other software linking these, are used to store, process & report data. Outputs from this system are used by UK Gov to report against our emissions targets (inc. Carbon Budgets, Paris Agreement).
Based on a requirement that will be provided you will develop a new software approach which streamlines the system, using standard architecture across all inventory sectors to store, analyze, and report emissions.

The National Atmospheric Emissions Inventory (NAEI) quantifies national emissions of a range of greenhouse gases (GHGs) and air pollutants to the atmosphere from a variety of sources. The NAEI, which includes over forty different pollutants, is updated and published annually, and charts the history of the UK’s atmospheric emissions since 1970. The current digital architecture of the NAEI system has evolved across the last 20+ years in a stepwise manner according to the growth of the system and the increasing scientific and technical complexity of the emissions calculations. The system is made up of a mix of technologies (covering Excel, Access, MySQL, R and Python scripts) and is now in need of a wholesale rebuild to make the system more robust, consistent and up to date. This contract delivers the following:
- Simplify the technology suite used in current system
- Build the new system in a modular way
- Ensure the end-to-end process for calculation of emissions is transparent and traceable

- Change This is a price only variation which delivers the testing, validation, assurance, and translation of models into the NAEI system (Phase 2c). Through contract delivery, this variation has become necessary to fund the translation and validation of the necessary mastersheets into the NAEI system., Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The variation was unforeseen because it is only through the delivery of the contract and a greater understanding of the intertwined and complex nature of the models being illuminated through contract delivery, that the under-estimation in cost was realised. The more precise estimate of the costs of model translation deliverables during the delivery of the contract has been informed by the contractor and two independent scrutinising functions. The initial cost of model translation was under-estimated by all estimates from market engagement, benchmarking exercises, supplier initial estimation, and a pre-requisite scoping study delivered by another supplier (procured separately). The variation is operationally critical to the functioning of the NAEI system, to ensure continuation of technology platforms upon which core business functions depend, critically including the delivery of a statutory obligation.

- Change This is a scope and price variation, made under regulation 72 (1) (b) to deliver high-level analysis of pre-processing files and adding pre-processing to PoC work including translation of pre-processing and validation of that translation. The variation is an additional £76,000 to the contract value through additional scope that has transpired necessary to the success of the programme., Need for additional works, services or supplies by the original contractor/concessionaire: The variation is necessary, under regulation 72 (1) (b) as it has transpired as the contract has been active, that this is essential to the success of the contract and development of an efficient digital system to include pre-processing of data in the overall scope for the digital system. The regulation will be made using reg 72 (b); given that the variation has become necessary through the contract and the same contractor must deliver the work in order to gain most value from the existing contract and subsequent outputs.
