What is being bought
Published requirement descriptionEast Riding of Yorkshire Council is progressing a Green Heat Network Fund (GHNF) supported, low-carbon District Heat Network opportunity in Goole. This UK2 – Preliminary Market Engagement Notice serves as a market consultation exercise, providing potential lead developers the chance to shape the Council’s procurement strategy and delivery model. The Council would like to use this opportunity to test market capability and appetite to refine the future procurement and delivery strategy for this project.
Goole sits at a key location in the Humber Industrial Cluster and is a primary tax and industrial site within the Humber Freeport, anchored by the 300-acre FREEPORT 36 logistics development. Backed by major investments like Siemens Mobility and Guardian Glass, the hub leverages prime M62, M18, rail and maritime connectivity to drive advanced manufacturing. Goole’s FREEPORT 36 Project is a developing 5.5 million sq. ft industrial and manufacturing park.
The network will include the supply of heat to council-owned, public-sector, commercial, residential and several industrial customers. The network concept designs supply 4GWh of public sector demands (principally council and NHS), 2GWh of residential demand and over 40GWh of industrial demands (this figure is expected to grow as the FREEPORT develops). There are multiple heat source opportunities including several industrial heat sources, sewers, a wastewater treatment works and two rivers; River Don and River Ouse. Existing industrial and advanced manufacturing companies with significant heat demands and some potential heat sources are looking to expand their operations in the area; grid capacity in the area is being expanded by over 170MVA to facilitate energy for industrial development.
The Council is seeking engagement with developers with strong experience of development, delivery, operation and investment in heat networks. The Council is conducting this pre-market engagement exercise to engage with potential lead developers to provide preliminary information about the procurement opportunity, with the primary objective of confirming interest in this development opportunity.
The given contract end date is indicative of the construction end. It is expected that the dates will be confirmed during later procurement, an estimated contract end date is expected in 2036.
Lead developers should demonstrate substantial experience in the delivery of heat networks. The Council encourages participation from SMEs and new entrants to ensure a diverse and competitive market; however, we emphasise that this engagement is intended for the lead developers not the wider supply chain. We welcome consortia but emphasise that we will only hold a single meeting with any interested consortium.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Yorkshire and the Humber.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 73 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

The Council invites interested parties for a one-hour session on a date during the week commencing 16th November 2026.
Engagement will consist of inviting lead developers for a focussed one-on-one session of up to one hour. The session will start with a presentation for lead developers to hear more about the opportunity, to discuss and ask questions, followed by the project team conducting a structured questionnaire.
We are offering in-person sessions in London and Leeds in addition to online options; we ask interested parties to express their preferred location. The session will present detail regarding project timelines, present the development to date and outline the heat network development opportunity. To request a session, please e-mail energy@eastriding.gov.uk.
The findings will be recorded with the intention of the Council to use the responses to gauge the interest and investment attractiveness, as well as shaping the procurement strategy.
All participants are required to declare any actual or potential conflicts of interest prior to engagement.
Any information shared during the engagement will be treated in confidence and used solely for the purposes of market consultation and procurement strategy development. We ask attendees to clarify which information is deemed to be commercially sensitive to aid us in this approach.
