Plymouth City Council (PCC) are working on a project for the design and construction of a new pontoon facility located at the Mount Batten Watersports and Activities Centre, Plymouth.

The purpose of this exercise is to introduce the project to the market; request market feedback to help develop project requirements and approach to the procurement; identify suppliers in the market; and gauge the level of market interest.

PCC has made available the following documentation:

    1. Project Overview
    2. Request for Information / Expression of Interest

If your organisation is interested in participating in this exercise, then please register your interest to access the above documentation via www.supplyingthesouthwest.org.uk ↗ - Project Reference DN771451. Please complete the questionnaire within the 'Request for Information' document and return it electronically via the Portal by 12 noon 2nd May 2025.

Participation in this exercise is not a mandatory requirement for participation in any forthcoming procurement although the route to market (e.g. advertised or invitation only) is still yet to be determined, and the level of market interest received via this exercise may help inform this.

This exercise and any associated documentation, including any subsequent pre-market engagement, does not form any part of the tender process or evaluation and as such, this implies no commercial commitment by PCC. It is purely investigatory in nature, although it may be used to assist PCC in deciding how to shape any resulting procurement.

PCC reserves the right to clarify or seek further information from some or all suppliers that respond to this engagement exercise.

Any further information surrounding this exercise will be made available to all registered parties via the Portal.

The awarded contract will be governed by the NEC4 Engineering and Construction Contract (ECC) Option A, a priced contract with an activity schedule. Modifications to the contract price or completion date are typically managed through compensation events, as defined in the Contract. The listed events are wide ranging and cover many scenarios which could result in a change to the cost of the work, or the time needed to complete it. Within the tender documentation, the Council identified contract risks that could jeopardise the satisfactory performance of the contract, but because of their nature, cannot be addressed in the contract as awarded. The Authority reserves the right to modify the contract if any of the identified risks materialise, within certain limitations.
