Available for use by the registered providers of social housing including the NIHE and all other member and associate member contracting authorities on NPC'S register of members at the time of the publication of this FTS notice for this procurement operating across England, Wales, Scotland and/or Northern Ireland including their wholly owned subsidiaries.

The Framework Agreements may be used by: registered providers of social housing in England; registered social landlords in Wales and Scotland; registered housing associations in Northern Ireland; local authorities as defined by the Local Government Act 1972, the Local Government (Scotland) Act 1973 or the Local Government Act (Northern Ireland) 1972; and housing Arm's Length Management Organisations (ALMOs), or any public sector organisation that becomes an NPC member during term of the Framework Agreements; or becomes an NPC associate member during that term by entering into an Authorising Associate Member Agreement with NPC.

Published description of the framework

Prices will be determined in accordance with the pricing mechanisms set out in the framework documents.

Suppliers will be required to submit framework pricing as part of the procurement process, which may include, as applicable to the relevant lot, supplier's framework rates, day rates pricing, and/or other pricing information required by the tender documents.

Where applicable, call-off prices may be calculated by applying the supplier's framework rates, prices or percentage adjustments to the contracting authority's specific scope, quantities, specification, programme, site requirements and contract terms.

Every one of these 3 lots carries the same published figure, £90,000,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • “Multi-Disciplinary Consultancy Services Tranche 1” is a framework: the contest is a place on its panel, up to 50 suppliers, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
