1.2. The purpose of this exercise is to help the Authority, and the market prepare for a potential procurement in the future. It will be managed in a way that ensures no supplier is given an unfair advantage or distort competition.
1.3. Participation in this market engagement exercise does not infer any rights or advantage in relation to any future procurement process. Potential responders will not be prejudiced in any future procurement processes by either responding or not responding to this soft market test exercise.
1.4. All information provided to and received from suppliers in relation to this market engagement is confidential. However, please be aware that the Authority is subject to the disclosure requirements of the FOI Act and that any information we hold is liable to disclosure under that Act. For this reason, we strongly advise that any information you consider to be confidential is labelled as such. In the event that a request is made for disclosure under FOI, the request will be dealt with in accordance with the legislation.
1.5. This market engagement is being used to:

- test potential procurement, contracting, pricing and commercial structures;
- understand likely implementation and whole-life costs, principal cost drivers and opportunities to achieve value for money;
- identify significant technical, commercial, delivery, information-governance and operational risks and dependencies;
- understand how different approaches would support interoperability, data portability, future development and effective exit arrangements; and
- identify innovative or alternative approaches that could deliver the intended outcomes more effectively or economically.
- Developing the Authority’s requirements and approach to the procurement.
- Identifying suppliers that may be able to supply the Authority’s requirement.
1.6. In undertaking this market engagement, the Authority is not obliged to proceed with the procurement to which it relates.
1.7. In compliance with the Procurement Act 2023, this market engagement has been advertised on the government’s Find a Tender service via a Preliminary Market Engagement Notice.
1.8. The Authority reserve the right to utilise agreements from the Public Contract Regulations 2015 where these are deemed as delivering the best outcome for their needs.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in East of England.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 62 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.
How many bids did past lots attract?
i
How many bids past lots received.
Each colour is a bid-count range. Only competed lots with a published count are included.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

3.1. The Authority will hold a preliminary market engagement presentation using Microsoft Teams. Suppliers wishing to attend should register via the In-trend e-procurement portal with organisation name, attendees names, attendees job titles and email addresses of all attendees (if one person is responding on behalf of multiple). Registered suppliers will receive a Microsoft Teams invitation before the meeting. Following the session, the Authority will circulate the presentation materials and a written questionnaire to interested suppliers. Responses will be used to refine the requirement, procurement strategy, commercial model, timetable and future specification. Following analysis of the questionnaire, the Authority may request further information, demonstrations or presentations to verify responses contained within the questionnaire. Any such activity will be managed in a way that maintains equal treatment, protects commercially sensitive information and avoids giving any supplier an unfair advantage. Participation in the presentation or questionnaire is not a condition of participation in any future procurement.
3.2. Market engagement will be conducted throughout November 2026, and it is intended that a procurement will be started during January 2027 (subject to change).
