Published requirement description

Yorwaste Ltd is a waste management and recycling company operating in North Yorkshire. The company is wholly owned by North Yorkshire Council and City of York Council and operates at arm’s length from its shareholders.

Yorwaste employs over 280 members of the local community, manages over half a million tonnes of waste per year and carries out 550,000 trade waste and commercial bin collections across North Yorkshire.

The company is seeking to procure bulk haulage services for the transportation of non-hazardous waste from its transfer stations located in the North Yorkshire to a network of designated delivery points.

The services are critical to the ongoing operation of Yorwaste’s waste management infrastructure.

The current contracts are due to expire on 31 March 2027. This procurement is being undertaken in advance to ensure continuity of service.

Waste streams include, but are not limited to, those listed below:

  • Mixed municipal waste (also referred to as ‘Black Bag’)
  • Bulky waste including POPs
  • Glass, Plastics and cans
  • Paper and card
  • Green waste, wood and compost

The procurement will be divided into geographically defined lots aligned with current operating areas:

Lot 1: Seamer Carr and Whitby

Lot 2: Kirby Misperton

Lot 3: Halton East

The primary disposal facility is Allerton Waste Recovery Park (“AWRP“), supported by a network of contingency disposal sites. Successful suppliers will be required to service all identified locations as required.

Suppliers are invited to submit Tenders for any one Lot, any combination of Lots, or all Lots.

Each lot will be evaluated independently and awarded on the basis of the Most Advantageous Tender (MAT).

The Company intends to award a Contract for each Lot for an initial period of two (2) years with the option, at the Company’s sole discretion, to extend for a further two (2) and one (1) years (total 2+2-1).

The Company gives no warranty or guarantees as to the accuracy or level of volumes, and no minimum or maximum volumes are committed.

Further details of the technical requirements, performance standards, and pricing mechanisms will be set out in the procurement documents.

Yorwaste reserves the right to amend, update or clarify any part of the procurement documents at any stage before the tender submission deadline.

  • The authority expects to re-tender this requirement around 1 Sept 2031, 23:59 BST.

How bids are scored · same split on all 3 lots
Quality: 30%Price: 70%
Published sub-criteria (2)
  • Quality: 30%
  • Cost: 70%
Published award criteria (2)
  • Cost: Tenderers will be provided with a Price Schedule comprising specified routes between all defined collection and delivery points. Each journey (run) must be individually priced by the Tenderer. For the purpose of price evaluation, the prices submitted by each Tenderer will be applied to historical journey data for the period 1 April 2025 to 31 March 2026, based on actual runs completed. This will be used to calculate a total modelled annual cost for each Tenderer. The Tenderer with the lowest total modelled annual cost will receive the maximum score for price. All other Tenderers will be scored on a pro-rata basis relative to the lowest cost submission.
  • Quality: Tenderers will be required to respond to project-specific questions relating to the delivery of bulk haulage transport services. Responses will be evaluated by an assessment panel against the published quality criteria and scoring methodology set out in the procurement documents. Assessment will consider the Tenderer’s proposed methodology, operational approach, and ability to deliver the services required. Quality responses will be assessed prior to the evaluation of price.
Lot distribution rule: The Company has divided this procurement into three (3) distinct Lots. Tenderers are invited to submit Tenders for any one Lot, any combination of Lots, or all Lots. Each Lot will be evaluated independently to identify the Most Advantageous Tender in accordance with the stated award criteria set out ITT Part 1. Suppliers may be awarded more than one Lot. Yorwaste's intention is to award Lots to more than one Supplier in order to support operational resilience, business continuity and security of supply. However, Yorwaste reserves the right to award all three Lots to a single Supplier where it determines that doing so represents the best overall outcome. Where the same Supplier is identified as having submitted the Most Advantageous Tender for all three Lots, Yorwaste will compare: a. the outcome resulting from awarding all three Lots to that Supplier; and b. the outcome resulting from awarding two Lots to that Supplier and the remaining Lot to the Supplier submitting the next Most Advantageous Tender for that Lot. For the purposes of evaluation, the Supplier submitting the Most Advantageous Tender for all three Lots shall be awarded the two Lots for which it achieved the highest evaluation scores. Yorwaste will assess the allocation options described by considering: a. the total evaluated cost of each allocation option; b. the difference in evaluated cost between the allocation options; c. operational resilience and business continuity; d. security of supply; and e. the risks associated with reliance on a single supplier. Yorwaste will award Lots in accordance with the allocation option which it reasonably considers provides the best overall balance of value for money, operational resilience, security of supply and service continuity. Where Yorwaste concludes that the benefits of appointing an additional Supplier outweigh the additional evaluated cost, the remaining Lot shall be awarded to the Supplier submitting the next Most Advantageous Tender for that Lot. Otherwise, all three Lots may be awarded to the Supplier submitting the Most Advantageous Tender. Yorwaste reserves the right, at its sole discretion, to award one (1), two (2), or all three (3) Lots to a single supplier where an insufficient number of compliant and/or acceptable Tenders are received, or where such an award is considered necessary to ensure service continuity, operational requirements, or best value for money

No conditions of participation were published on the notice; check the tender documents.

What this means for your bid
  • Price carries 70 of 100 points: a 10% discount moves about 7 points. This one is won on the number: sharpen the price before polishing the prose.
  • Turnover usually expected: about £1,128,454 – ~£4,229,207 per lot (twice each lot's annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Review and risk notes
Risks

Full terms and conditions will be set out in the procurement documents, which suppliers will be required to accept as part of their tender submission.

Key risks to contract performance include supplier failure to deliver services in accordance with contractual requirements, financial instability or insolvency, and failure to maintain required operational standards.

Risks to performance may also arise from failure to maintain required licenses, regulatory compliance, or operational capacity.
