What is being bought

Published requirement description

The University of Birmingham wishes to establish a Framework Agreement for the Provision of Civil & Structural Engineering Services. It is envisaged that Civil and Structural Engineering Services for Major Projects and New Build schemes will be procured through the University's architectural services framework, as per the current arrangement. This Civil and Structural Services framework is predominantly to provide structural advice and design to support refurbishment & maintenance projects. This Framework Agreement is to enable the University to establish non-exclusive Approved consultant(s) to provide the services detailed below and within the tender

documents on In-Tend. The framework agreement will be made available for use by HE and FE Sector Organisations, Schools and Academies regardless of whether or not they are to be defined as contracting authorities (for the purpose of the Procurement Act 2023). Please see links below.

What this means for your bid
  • Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
  • “Framework Agreement for the Provision of Civil & Structural…” is a framework: the contest is a place on its panel, up to 3 suppliers, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
