Published requirement description

West Yorkshire Police (WYP) and Humberside Police (HP) are undertaking a collaborative tender (led by WYP) for their ‘Disposal, Recycling and Auctioning of Non-Police Vehicles’ contracts which are due to expire on the 31st May 2027. This concession service requires a Supplier to scrap, recycle and sell (auction) non-police vehicles and associated items for both Forces that have been abandoned, seized, collision damaged, burnt out and involved in crime.

A UK1: Pipeline notice (Notice Identifier: 2025/S 000-021190) (Procurement identifier (OCID): ocds-h6vhtk-050d1f) was previously published on the 6th May 2025, 1.33pm and edited on the 14th May 2025, 11.52am in relation to this project.

The estimated volumes of vehicles in relation to the Contracts (based on historical data) are as follows:

WYP Auctioned Vehicles per annum = 1,963

WYP Scrap Vehicles per annum = 5,217

HP Auctioned Vehicles per annum = 489

HP Scrap Vehicles per annum = 1,776

We would like to notify the market of this imminent tender opportunity for these concession contracts (WYP and HP) which we anticipate will be published late October / early November 2026.

The WYP and HP Concession Contracts are anticipated to commence on the 1st June 2027 for a period of four (4) years with provision to extend for a further period, or successive periods, up to the 31st May 2033.

Please ensure that you are registered with our e-tendering portal (the Blue Light National E-Commercial System) which can be accessed via the following link; atamis-7459.my.site.com/s/Welcome ↗ if you wish to participate in this tender when it goes live.

We are also interested in identifying any market developments or any barriers for consideration with this service provision and wish to ascertain if there are sufficient numbers of providers in the market who are able to undertake our requirements to scrap, recycle and auction vehicles for both Forces as a one-stop-shop.

If you are interested in participating in this preliminary market engagement exercise please request a copy of 'The Disposal, Recycling and Auctioning of Non-Police Vehicles Pre-Market Engagement’ documentation by emailing yb.procurement@westyorkshire.police.uk

The deadline to request to participate in this pre-market engagement is 14:00 hours on Tuesday 20th October 2026.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 1 of 2 known-size awards · market: division 50 · Yorkshire and the Humber, n=309
1 of 247%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Yorkshire and the Humber.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: no winner locations published · market: division 50 · Yorkshire and the Humber, n=478
—20%

No winner locations published for this authority. Local means a registered address in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: division 50 · Yorkshire and the Humber, n=67

Half of these awards have an award date within 71 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
