  • are applied consistently to all vehicles and all sellers;
  • are published transparently prior to bidding;
  • do not include any special uplift, percentage, or surcharge linked to the vehicle’s council origin. The Council reserves the right to audit buyer fee structures to ensure compliance.
  • The authority expects to re-tender this requirement around 24 Feb 2031, 23:59 GMT.
  • No preliminary market engagement: This market is understood by the service area and does not require initial engagement.

What this means for your bid

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Awards 1
Awarded toValueDateStatus
supplier not published—28 May 2026CancelledThe tender closed with 6 submissions received. During the initial compliance check, 3 out of 6 bidders were found to have omitted mandatory response documents including pricing schedules, quality questionnaires, and social value templates. Legal and Commercial Assessment: 1. Inability to Clarify: The missing items represent core evaluation criteria. Under the Procurement Act 2023, allowing these 3 bidders to submit these items post-deadline would constitute an unlawful bid modification and a material breach of equal treatment. 2. ITT Constraints: The ITT explicitly states that failure to provide these documents results in non-compliance and disqualification. The Council is bound by its own rules. 3. Market Testing Deficit: The service area has assessed that evaluating only the remaining 3 bids does not create a sufficiently competitive environment. It introduces an unacceptably high risk of failing to secure value for money or a resilient supply chain. Conclusion: To mitigate the legal risk of a procurement challenge from compliant bidders the most proportionate and rational course of action is to disqualify the non-compliant bidders, abandon the procurement, and publish a Procurement Termination Notice under Section 55.
