Why no open competition: The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons
Published justification: Having under taken soft market testing in September 2024 the council concluded there was only one supplier who was able to undertake our requirement at that time. We are using Regulation 32 of PCR15 Regulations to direct award to Trusted Assessing & Care Training Ltd.
