Authority: British Business Bank (Central government)
What is being bought15 lots · detail below
Published requirement descriptionThe Start-Up Loans Company (SUL) is part of the British Business Bank (the Bank), which is a government-owned economic development bank that makes finance markets for smaller businesses work more effectively. The Bank’s mission is to drive economic growth by helping smaller businesses get the finance they need to start, scale and stay in the UK. In doing so, the Bank helps capture the economic value of innovation for the UK and create jobs and prosperity for people across the country. The Bank designs, delivers, and manages a range of products through over 200 Delivery Partners, helping to increase both the supply and diversity of finance available to smaller businesses. Through our Banking business, the Bank increases the availability of debt finance for businesses right across the UK so promising businesses are much more likely to get the loan they need to start and grow. We do this by providing start up loans for entrepreneurs so people with great ideas have a better chance of getting started, no matter what their background is or where they are in the country. Alongside this, our Government-backed guarantees support banks and other finance providers to lend more to businesses who need debt finance to grow.
The Start-Up Loans Company (SUL, the Contracting Authority) is a wholly owned subsidiary of British Business Finance Ltd, which is in turn wholly owned by the Bank. SUL delivers the government’s Start Up Loans Scheme, which provides personal fixed-interest loans and support to aspiring and early-stage business owners from across the UK who might be struggling to access finance from other sources. The Scheme supports employment, enables economic growth, and has a transformational impact on the lives of thousands of people. SUL’s mission is to help new and early-stage UK businesses access affordable finance and mentoring support. More than 130,000 Start Up Loans have been delivered since 2012, delivering over £1.4Bn of funding to Start Up Loans borrowers.
The Start Up Loans scheme utilises the services of Business Support Partners who play a key role in supporting entrepreneurs, that are looking to start or grow a business, through pre-application and application-stage activities, helping prospective applicants access the support they need throughout the Start Up Loans journey. Business Support Partners are credit brokers for the Start Up Loans Scheme. The current suite of National, Regional and Specialist Business Support Partner (BSP) contracts will end in March 2027: this procurement is to secure replacement Business Support Partner Services from 1 April 2027.
The scheme operating model will remain broadly as is:
•Twelve (12) Regional Business Support Partners will provide pre-loan support to specific regions of the UK, including to the devolved Nations (Lots 1-12).
•Up to four (4) National Business Support Partners will provide pre-loan support nationally, including to the devolved Nations (Lot 13).
•Two (2) Specialist Business Support Partners will provide pre-loan support nationally, including to the devolved Nations, explicitly focussing on ex-military personnel and their families, and young people, respectively (Lot 14, 15).
The estimated Total Value for all of these Contracts is as follows:
£85,800,000 (Excluding VAT)
£102,960,000 (including VAT)
This is lower than the calculated Total Value (estimated) figure below as that figure sums up all of the individual Lot Values and over-inflates the actual estimated Total Value (stated above). This is because either none or only some of the individual contracts let under this procurement will become reflective of the individual total Lot Value over the course of each individual contract. The overall Start Up Loans scheme will be managed within the estimated Total Value set out above, subject to no permitted modifications being necessary.
The following is repeated from each individual Lot description.
Individual Lot Values are the estimated maximum total contract value that the Contracting Authority expects to pay under each Business Support Partner agreement (or all Business Support Partner agreements in respect of Lot 13). The Lot Value of each Lot takes account of the following, which may not be needed or applied under each contract over its duration: estimated volumes for years 4, 5, and 6, should the contracts be extended; reallocation (increases) in volume in any year of the agreement; one or more increases in the Administration Charge to take account of CPI or other potential increases during the term of each contract. Each Lot Value is, therefore, not a commitment to any additional volumes, any extension(s) or any increases in the Administration Charge during the term of each Contract.
Separately, there is a risk that, at the point of any actual contract extension from year 4 onwards, the overall volume of the Start Up Loans scheme increases significantly above the currently estimated volumes from year 4 onwards, leading to a significant increase in the Value of each contract. The Contracting Authority may modify the Contracts in reliance on paragraph 5 of Schedule 8 of the Procurement Act 2023.
If the services are required beyond the expiry of the contacts, the Contracting Authority expects to publish a tender notice for replacement contracts on or around September 2032.
Prior to releasing the procurement documents, potential Tenderers are required to register on the delta e-sourcing platform and complete and submit a Confidentiality Agreement by following the links below.
- How the procedure runs: Tenderers must submit a response to the Procurement Specific Questionnaire (PSQ) and all of the Invitation to Tender (ITT) documents by the Tender submission deadline. Specific details can be found in the procurement documentation. In respect of the Procurement Specific Questionnaire, as part of Tender submission, Tenderers must share their Core supplier information from the Central Digital Platform. Where a Tenderer is not already registered on the platform they must register and upload their information to the platform. Further details are contained in the procurement documentation. Following assessment of the PSQ, suppliers who meet all of the Conditions of Participation of the PSQ will proceed to having their Quality Questionnaire and Pricing responses evaluated. Following the conclusion of all evaluation activities it is The Start-Up Loans Company’s intention to award each contract without proceeding to an Invitation to Negotiate and/or a Final Tender stage. The Start-Up Loans Company reserves its right to undertake either or both an optional Invitation to Negotiate and/or an optional Invitation to Submit Final Tenders stage for one or more Lots, as set out in the procurement documentation. Tenderer participation in either of these optional stages will be limited to up to a maximum of the three (3) highest ranking Tenderers in respect of Lots 1 to 12, 14 or 15; and limited to up to a maximum of the four (4) highest ranking Tenderers in respect of Lot 13. Where a final tender stage is undertaken, the Contracting Authority reserves the right to refine the award criteria in accordance with Section 24 of the Procurement Act 2023, as set out in the procurement documentation. Tenderers will be advised of any such additional optional stages and the specific requirements of each if and when required. Tenderers are required to submit a completed Lot Registration Form to the Contracting Authority during the Tendering period, i.e. prior to the Tender Submission Deadline (details can be found in the procurement documentation). Under Section 19(3)(d) of the Procurement Act, the Contracting Authority may disregard Tenders that fail to comply with this requirement. A number of Quality Questions attract a Minimum Attainment Mark. Where a Tenderer fails to achieve a Minimum Attainment Mark for a particular Quality Question against one or more Lots it will be excluded from the associated Lot or Lots. Quality Question 07 (QQ07.01) is not scored. A Tender which does not provide the required information in respect of this Quality Questions will be deemed non-compliant and may be rejected by the Contracting Authority.

- Price carries 25 of 100 points: a 10% discount moves about 2.5 points. The method statement decides this lot, not the discount.
- Turnover usually expected: about £825,881 – ~£26,108,497 per lot (twice each lot's annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning. Small firms win more of this buyer’s work than the market’s: 54% against 12%, n=13.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 91 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

- How it runs
Tenderers must submit a response to the Procurement Specific Questionnaire (PSQ) and all of the Invitation to Tender (ITT) documents by the Tender submission deadline.
