Official UK procurement notice
Carpark management services and ANPR installation
Authority: FIRST TRENITALIA WEST COAST RAIL LIMITED (Public body)·On behalf of: FIRST RAIL HOLDINGS LIMITED
What is being bought
Published requirement descriptionAvanti West Coast (AWC) operates 16 railway stations directly and provides train services to many other destinations. It provides car parking to support rail travel generating farebox revenue, as well as car park revenue.
It also provides staff car parking whether in dedicated staff car parks or in its publicly available car parks.
AWC car parks are primarily operated using barriers and payment terminals, location on and around station premises.
AWC seeks to transform the customer proposition at its car parks, through the procurement of a single contract for car park management (CPM), deployment of cloud-based barrierless (freeflow) automatic numberplate recognition (ANPR) systems and provision of a cashless payment platform.
Ongoing carpark management services also form part of this procurement.
- How the procedure runs: This will be a two stage process with Pre Qualification Stage (PQQ). Following the evaluation of the PQQ responses, the Client will shortlist the Applicants it will invite to tender in accordance with the terms of the PQQ. The Client reserves the right to limit the number of Applicants that are invited to tender to a maximum of five Applicants. Only Applicants that score a "Pass" for all non-qualitatively scored questions in the PQQ will be considered and places will be awarded in order of highest to lowest score. The client reserves the right, in its absolute discretion, to invite more Applicants if there is a tie in the scores between two or more Applicants for the final place. The PQQ will be followed by an Invitation to Tender (ITT) with shortlisted bidders being taken forward to a Presentation stage, BAFO if applicable before final evaluation and award. The final scores for each Tender will be added together, after application of the relevant weightings, to receive a final score for each Tender. The Tenders will then be ranked according to the final scores received to identify the Most Advantageous Tender. The Client intends to award the contract to the highest scoring Tenderer.

- Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
- Turnover usually expected at this size: about £4,662,409 (twice the annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i

Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 123 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
