Payments shall be made quarterly in arrears for services delivered during the relevant quarter, on a service‑on‑demand basis and in accordance with the agreed charges.
- Risks
The estimated contract value has been calculated using the current understanding of the number of families expected to fall within the scope of the Leeds Inquiry. However, this remains subject to significant uncertainty. The final number of families who will engage with the Inquiry cannot be accurately predicted until the Terms of Reference are formally agreed.
Participation in the support service will remain entirely voluntary. As a result, actual service uptake may vary materially from initial assumptions.
The annual contract value assumes consistent engagement from families; however, this figure remains an estimate. It is possible that initial participation may be limited, with engagement increasing over time. As a result, the annual value during the first 12 months could be lower than in subsequent periods, should the contract be extended.
In addition, it is not possible to forecast with confidence how many further inquiries may arise within the threeyear contract period. Accordingly, the estimated value for this element of the contract has been informed by historical activity—namely, the number of inquiries and associated service delivery costs over the past three years—and should be considered indicative rather than definitive.
Despite this risk, the supplier must be able to scale up the service if demand increases.
