What is being bought

Published requirement description

Brunelcare wishes to invite Tender Responses for the supply of services in respect of a Fully Comprehensive Lift Maintenance and Repairs (Passenger Lifts, Platform Lifts and Stairlifts) Contract.

Brunelcare is looking for a reliable, experienced lift contractor to keep its lifts safe and running across 55 assets at 20 sites in Bristol and Somerset. Many of these sites are care homes and extra care schemes, where residents depend on their lifts every day. Fast response, a high first-time fix rate and clear communication are essential.

Brunelcare is a Bristol-based charity providing high-quality housing, care and support for later living in the South West.

This is a fully comprehensive contract lift maintenance and repairs. It covers planned maintenance, 24/7 emergency call-out, all repairs and parts, and testing, for one fixed annual price per lift.

Brunelcare is undertaking an Open Procedure to select a suitable Supplier to deliver the Fully Comprehensive Lift Maintenance and Repairs Contract to commence on 1st April 2027 (five (5) year contract term).

Full scope details can be found within the associated tender documents on ProContract.

The tender deadline for this opportunity is 12pm (noon) on 30th November 2026.

Within the Pricing Schedule of this tender, the Contracting Authority has stated a number of assets/properties that the Supplier will be expected to deliver services to - if this list of assets/properties needs to be modified throughout the contract term, this will be considered a "materialisation of a known risk".

Please note that Shared Service for Housing (SSfH) is acting as the managing and contact organisation on behalf of the Contracting Authority for this tender opportunity.

  • Not divided into lots: The contract has not been divided into lots. It covers a single portfolio of 55 lift assets across 20 Brunelcare sites, delivered as one fully comprehensive servicing, repair and statutory testing service. Dividing it would not provide any practical, technical or economic benefit. Splitting by site or lift type would create gaps in responsibility for safety-critical equipment, including breakdown response and statutory testing, increasing technical risk to delivery. Each lot would also be too small to attract competitive pricing, and managing several contractors would be disproportionately expensive for Brunelcare.
  • The authority expects to re-tender this requirement around 3 Oct 2031, 23:59 BST.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £197,428 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in South West England.

A local branch does not count if the registered address is elsewhere.

Most of this buyer’s recorded winners were registered outside the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

  • Risk of legislative changes, regulatory changes or changes in law during the term of a Contract
  • Risk of unforeseen changes to delivery/operational standards
  • Risk of changes in technology, IT solutions or systems
  • Risk of unforeseen increase in Contracting Authority budgets/increased volume of works/services
  • Risk of unforeseen circumstances that cause the value of the Contract to increase (previous examples include BREXIT, war, pandemic and the cost of living crisis)
  • Risk of unforeseen political impact
  • Risk of unforeseen increase in property volume

Within the Pricing Schedule of this tender, the Contracting Authority has stated a number of assets/properties that the Supplier will be expected to deliver services to - if this list of assets/properties needs to be modified throughout the contract term, this will be considered a "materialisation of a known risk".
