Authority: Ministry of Justice (Central government)
What is being bought23 lots · detail below
Published requirement descriptionCareers Information Advice and Guidance (CIAG) services. HMPPS is committed to delivering a new and transformed Prisoner Education Service (PES) that increases the focus on Education, Skills and Work (ESW) within prisons and supports prisoners to improve their prospects for work on release. The PES Programme will focus on the following three overarching strategic priorities:
- improving the numeracy and literacy of all prisoners who need it;
- incentivising prisoners to improve their qualifications and skills to increase their prospects of finding work on release; and
- ensuring that Governors and their teams have the knowledge, tools, support and accountabilities that they need to lead this work.
The provision of an impartial and high-quality Careers Information, Advice and Guidance (CIAG) Service is fundamental to achieving our vision and our aims.
The vision of PES is that everyone of working age and able to work should leave prison prepared for employment or further education and training. The new CIAG Service will contribute to reducing reoffending by supporting prisoners from induction to release identifying career aspirations, setting education, skills and work-related goals, and supporting prisoners to achieve their aspirations upon release.
The new CIAG contracts offer prisoners a high quality and impartial CIAG Service. The new CIAG contracts shall replace the current CIAG services commissioned via the Prison Education Dynamic Purchasing System (PEDPS).
The CIAG Service is being procured separately to Core Education Provision
This procurement will cover the provision of CIAG services in all prisons managed by HMPPS in England, with the exception of four prisons managed by private operators in England
The procurement comprised eleven regional lots. Service delivery under the Contracts will commence on the 1st April 2025.
CPV: Career guidance services · Industrial and technical training services · Prison services · Services related to the detention or rehabilitation of criminals · Specialist training services · Vocational training services

Lot #12Market Engagement - HMPPS Careers Information, Advice and Guidance (CIAG)Planned UK, North East +8Lot estimate not published
The purpose of this engagement is to enable HMPPS to inform the market of our CIAG requirements and to allow us to assess the level of interest, capability, and capacity of CIAG providers to deliver the next generation of contract service.
The procurement of these services will cover the scope of CIAG services within the HMPPS Prison Estate in England (including several privately managed prisons). A procurement process is anticipated to commence in Autumn 2023, with contracts commencing 1st April 2025.
The Market Engagement event will include more specific information on service objectives and requirements. There will be an opportunity to raise questions during the live event (which will be responded to following the event), as well as at any time afterwards.
The Market Engagement Launch event will be presented by Sarah McKnight, Deputy Director, Reducing Reoffending, Accommodation and Partnerships Directorate who will be joined by Holly Tremain, CIAG Strategy Lead, HMPPS to set out our vision for improving HMPPS CIAG provision.
The CIAG Service is being procured separately to the Core Education Provision, however forms part of the golden thread of education, skills and work delivery in HMPPS prisons, and is fundamental to realising this vision. Both services are expected to go live on 1st April 2025. Suppliers are able to bid for both Core Education and CIAG services.
Suppliers must register to the MoJ eProcurement Jaggaer platform [ministryofjusticecommercial.bravosolution.co.uk/web/login.html ↗], to register on the event and, to access further information that becomes available after the event on the CIAG service
We are very interested to hear suppliers' views to enable us to shape the new procurement and contracting arrangements that will improve performance, quality learner engagement and value for money.
We reserve the right to supplement and vary the conduct of the market engagement process. Where we do this, we will act transparently and treat all suppliers who have expressed an interest equally.
Please note that the MoJ and its advisors give no warranty in respect of the accuracy, permanence or completeness of any information provided. Reliance on, or use of, any such information is entirely at the risk of the person so doing and save in the case of fraud, under no circumstances will the MoJ or any of its advisors be liable for or accept any responsibility for any cost, expense or liability incurred by any person relying upon or using such information.
The procurement exercise will run via the eSourcing portal ministryofjusticecommercial.bravosolution.co.uk ↗. If your organisation is not already registered, then we advise you to register using the above link ahead of the start of the formal procurement process anticipated to start in Autumn 2023
The publication of this early engagement opportunity is a voluntary publication and does not represent an acknowledgement regarding the applicability of procurement or other rules governing any potential future process nor a commitment by the MoJ to initiate, run or complete a full procurement competition in relation to a contract for the services described.
This requirement has been classified as being subject to the Light Touch Regime under the Public Contract Regulations 2015. Under the Light Touch Regime, the Authority is not obliged to observe the full requirements of the Regulations, including the detailed rules and timescales applicable to the procurement procedures covered by the Regulations Additional information: The overall contract (initial term of 4 years and extension up to 3 years) is estimated to cost £68m.

How this buyer will score bids.
The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).

- Price carries 20–40 points depending on the lot; most lots put it at 40 points.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
