Published requirement description

NHS Blood and Transplant (NHSBT) is procuring delivery partners for the Donor and Session Programme (DASP), a strategic digital transformation programme to modernise donor engagement, appointment booking, session management and related donor-facing and operational capabilities across blood, platelets and plasma.

The procurement is divided into two Lots:

Lot 1: Technical Implementation Partner

The Technical Implementation Partner will support the technical implementation of the selected CRM Platform and associated digital ecosystem. The scope includes solution design, configuration, integration, data migration, testing, deployment, transition, implementation governance, technical assurance and operational readiness.

Suppliers tendering for Lot 1 must align their Tender Response to one of the eligible CRM Platforms identified in the Invitation to Tender documents. The proposed technical solution, implementation approach and associated commercial submissions must be prepared consistently on the basis of the selected CRM Platform.

Lot 2: Business Change Partner

The Business Change Partner will support the business change, adoption and operational transformation required to implement DASP successfully. The scope includes operating model and workforce transformation, stakeholder engagement, change impact assessment, communications, learning and capability development, adoption planning, business readiness, benefits realisation and transition to business as usual.

NHSBT intends to award a single-supplier contract for each Lot. Suppliers may tender for either Lot or both Lots but must submit a complete and independently compliant Tender Response for each Lot tendered for.

The full requirements, eligible CRM Platforms, procurement procedure, Conditions of Participation, award criteria, evaluation methodology, timetable, contract terms and submission instructions are set out in the Invitation to Tender and associated tender documents available through Atamis under reference C468497.

  • How the procedure runs: The Authority is conducting a two-stage Competitive Flexible Procedure under section 20(2)(b) of the Procurement Act 2023 to award a single supplier contract for each Lot. Stage 1: Suppliers submit complete tenders. Following assessment against the published requirements, criteria, weightings and thresholds, the three highest ranked eligible Suppliers for each Lot will progress to Stage 2. Stage 2: Shortlisted Suppliers will participate in a Presentation and either a Workshop or Demonstration, depending on the Lot. These activities will be assessed against the published Stage 2 criteria. Conditions of Participation will be assessed on a pass/fail basis. The Authority retains the right to amend the stages where required, including the number of stages or repetition of a stage, in accordance with the Tender Notice and associated tender documents. Further details are set out in the C468497 tender documents.

NHSBT will be undertaking a series of preliminary market engagement activities to inform the next phase of the DASP commercial strategy. This includes engagement to support preparation for the proposed procurement of the TIP and BCP requirements.

Suppliers interested in participating in this preliminary market engagement should register on Atamis at atamis-1928.my.site.com/s/Welcome ↗ and search for Project Reference C452770. All information, communications and any documentation released as part of this engagement will be made available through the Atamis portal.

NHSBT is planning to hold a supplier engagement session in partnership with techUK as a hybrid event, with attendance available online and in person. Further details, including booking information, will be made available via Atamis and techUK in due course. Materials shared during the engagement session will be made available on Atamis under Project Reference C452770 following the event.

The purpose of this engagement is to help NHSBT understand market capability, delivery models, potential procurement and lotting structures, commercial approaches, risks, dependencies and other matters relevant to the proposed TIP and BCP requirements. NHSBT may use feedback received during this engagement to inform the future commercial strategy and any subsequent procurement documents.

Participation in this preliminary market engagement does not constitute a commitment by NHSBT to launch a procurement process, issue an Invitation to Tender, or award any contract. Participation is not a requirement for participation in any future procurement and will not confer any advantage in any future competition.

No remuneration, expenses or other compensation will be paid to organisations taking part in this preliminary market engagement. Suppliers should only participate on the basis that they understand and accept this position.
