Published requirement description

Sanctuary Group is undertaking Preliminary Market Engagement (PME) with prospective suppliers and other interested organisations operating within the technology services market. This is a broad, multi-service opportunity across an enterprise technology estate currently estimated at approximately 265-300 applications, spanning SAP, Salesforce, Microsoft platforms and other enterprise technologies and supporting both operational and transformational technology services.

Sanctuary Group's Technology Directorate has undergone significant change across its operating model and technology estate. Sanctuary Group is therefore assessing sourcing arrangements for technology services that support the delivery, development, transformation and ongoing operation of the estate in 2027.

This engagement gives participating organisations an opportunity to contribute market insight and inform potential service groupings, sourcing approaches and procurement considerations before final decisions are made.

The purpose of this engagement is to:

  • Provide an overview of Sanctuary Group, its technology landscape and strategic objectives.
  • Obtain market feedback on potential service groupings and sourcing approaches.
  • Understand supplier capability, capacity and appetite.
  • Explore potential procurement structures, routes to market and commercial models.
  • Understand mobilisation, transition and service-delivery considerations.
  • Inform the development of Sanctuary Group's technology procurement strategy.

Organisations interested in participating should register with Group Procurement from publication. The supplier questionnaire is intended to be issued with, or shortly after, the notice. A supplier webinar is proposed for early-mid October 2026, with questionnaire responses proposed to close in October 2026. The indicative timetable is set out below.

Procurement Objectives

Sanctuary Group is considering requirements across a range of technology service areas, including:

  • Application Managed Services (AMS)
  • Application Development, Product Management, Project Delivery and Programme Delivery Services
  • Technology Consultancy & Advisory Services
  • Data Services (Data Engineering, Data Governance, Data Quality Management, Master Data Management, Data Architecture, Data Modelling, Reporting & Analytics, Data Platforms and Storage Management)
  • Data Integration & Ingestion Services
  • Cloud Services & Platform Support
  • Licensing & Software Asset Management
  • AI, Innovation & Emerging Technologies

These services may apply across a range of technology platforms and business capabilities, including SAP, Salesforce, Microsoft platforms and other enterprise applications.

The service areas above are indicative and are intended to support market engagement and feedback. The final service structure, grouping, boundaries, scope, sourcing model and procurement approach have not been determined and will be informed by market feedback, commercial assessment, legal advice and governance decisions.

Sanctuary Group is interested in approaches that:

  • Encourage innovation, continuous improvement and thought leadership.
  • Support effective competition and system integrations.
  • Enable participation by SMEs, specialist providers and larger organisations where appropriate.
  • Provide flexibility and scalability to meet changing requirements.
  • Support efficient procurement and call-off arrangements.
  • Deliver demonstrable value for money.
  • Support both business-as-usual and strategic transformational requirements.
  • Enable access to specialist skills and capabilities when required.

Areas where Market Feedback is Sought

Sanctuary Group welcomes feedback on:

  • Service groupings and lotting structures.
  • Supplier appetite for individual service areas and combinations of services.
  • Supplier capability and partnerships across individual and multiple service groupings.
  • The benefits and risks of platform-specific versus platform-agnostic service models.
  • Suitable procurement routes, commercial frameworks and contractual arrangements.
  • Commercial and pricing approaches.
  • Information required to support supplier participation and commercial engagement.
  • The most appropriate treatment of Data Services and Integration Services, including whether they are best delivered separately, together, embedded within wider services or through alternative arrangements.
  • Transition and mobilisation considerations.
  • Supplier participation barriers and opportunities.
  • Any aspects of the proposed scope or approach that suppliers believe could be improved.
  • Approaches that maximise innovation, market participation and long-term value.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 1 of 1 known-size awards · market: division 72 · UK-wide, n=399
1 of 137%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

1 of 151%

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Half of these awards have an award date within 111 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Where the award price may land.

The forecast uses similar awards and the buyer’s estimate. The band covers the middle half of likely prices.

No comparable awards for this lot yet.

A statistical guide from past awards, not a price to bid.

On a framework or DPS the price is agreed on each call-off, so there is no award price to forecast here: the published figure is a ceiling.

Who has supplied this buyer on similar work?

A past supplier may not bid again.

No earlier contract of this buyer matches this lot on the published record.

Who could compete for this lot?

Firms with relevant past wins. On a framework, we show firms on that agreement.

None is confirmed as a bidder.

Candidate suppliers for this notice have not been worked out yet, so this is not a verdict that nobody fits.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
