Closed Churchyard - Teignbridge District Council
Authority: Teignbridge District Council (Local council)
What is being bought
Published requirement descriptionThe scope of this contract will be to address the repair and maintenance of a number of boundary walls, fences and footpaths within twenty two closed churchyards in the Teignbridge District. Surveys were undertaken by the Authority's Structural Engineers in 2008 (now superseded), which highlighted a number of defects requiring remediation at that time and works including minor re-pointing & re-setting, anchoring, minor re-building and in some cases complete re-build schemes were implemented. This contract is a continuation of this remedial repair and maintenance work and the contract will operate for three years and costs reimbursement through re-measurement is based upon a schedule of rates priced by the successful contractor.
Once appointed, the successful contractor will be expected to respond to reactive requests to implement remedial works within 28day, but an initial visit and rapid deployment to remove or stabilise dangerous walls maybe necessary in some urgent cases on request form the client. Once appointed the contractor will then undertake the works which will be recharged on a re-measurement basis.

How this buyer will score bids.
The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).
Lot awarding rule: Evaluation criteria assessed on a pass/fail basis are those where either meeting the requirement is essential to an Applicant's ability to deliver the Contract, or it is a prerequisite for the Authority to assess the commercial viability of an Applicant's bid. They will usually relate to questions where a Yes or No response can be provided. The ability to meet the requirement will achieve a Pass and the Applicant will achieve a Fail where they are unable to meet the requirement. Where an Applicant fails one or more Pass/Fail criteria they may be deselected from participating further in the process and will be notified accordingly. The criteria will also set out how the Applicant should evidence their ability to meet the requirement, this will be either: within their response to the mandatory criteria itself; or during due diligence prior to contract award. If the Applicant is not able to subsequently evidence the ability to meet the requirement, the response will be considered to be a fail and the Applicant will be deselected from participating further in the process and will be notified accordingly. Quality - Zero to Five Scoring Each question is subject to a percentage weighting, with the sum weighting of all questions totalling 40%. Weightings associated with each of the criteria can be found below alongside any minimum score requirements for each question. Evaluation criteria assessed on a scoring basis will be evaluated using the zero to five scoring system in the table on the next page. The scoring system is based on the degree to which the Applicant satisfies the requirement and provides sufficient evidence to support their response. The Council's usual approach to the evaluation of Tenders is for each Panel member to undertake an independent assessment of bids. The Panel will then come together in a Moderation Meeting, where a consensus score will be agreed.
