Published requirement description

Places for People and Anchor (collectively, the Employer) is jointly procuring a single supplier to provide a scalable, end-to-end electric vehicle charging infrastructure solution across the Places for People and Anchor property portfolios. The requirements include the supply and installation of charging hardware, retrofit works, commissioning, software and back-office management, payment systems, customer support, monitoring, servicing, maintenance, testing and the adoption or replacement of existing charge points.

The programme anticipates the delivery and management of approximately 20,000 charge points over an initial contract term of ten (10) years, with an option to extend for a further five (5) years. The estimated total contract value is £39.2 million. The commercial model will be fully client-funded, with the infrastructure owned by the relevant contracting organisation.

Services will be provided across new-build, retrofit and residential locations and will include site assessment, design, supply-only requirements, installation, mobilisation, stakeholder engagement, project management, monitoring, reporting and ongoing asset-performance management. Requirements will be instructed on a site-by-site basis using the successful supplier's contracted Schedule of Rates. No minimum volume, value, site allocation or level of work is guaranteed.

Participants are required to submit one tender covering both Lots. The same supplier will be appointed to both Lots, with separate contracts entered into by Places for People and Anchor which will be managed separately.

  • How the procedure runs: The procurement will follow a multi-stage Competitive Flexible Procedure. Suppliers must submit their PSQ response and Initial Tender Submission at the same time. Following the conditions of participation assessment, the five highest-scoring compliant PSQ respondents will be shortlisted for the tender stage and their Initial Tender Submissions will be evaluated. The two highest-ranked initial tenders will then progress to site visits, dialogue and negotiation and BAFO stage. During the final stage, the Employer may refine the requirements, award criteria and weightings, with any changes communicated equally to the remaining suppliers before submission of Best and Final Offers. The final technical, commercial and contractual proposals will be evaluated to identify the Most Advantageous Tender. The procurement comprises two Lots for compliance and contractual purposes. Suppliers must submit one response, and the successful supplier will be appointed to both Lots.

Review and risk notes
Risks

The Employer has identified a number of known risks which could jeopardise satisfactory performance of the contract but which, because of their nature and uncertainty, cannot be fully addressed at the point of award. These include changes to applicable legislation, regulations, standards or statutory guidance relating to electric vehicle charging infrastructure, electrical and building safety, fire safety, accessibility, data protection, cyber security, public charge points and procurement reporting. Such changes may require alterations to the specification, equipment, software, operating model, reporting arrangements, delivery programme or contractual requirements.

There is uncertainty regarding the actual volume, timing, location and type of services required during the contract term. Forecast charge-point volumes and contract values are indicative only and no minimum volume, value, site allocation or level of work is guaranteed. Requirements may increase, decrease or change because of EV adoption rates, customer demand, funding availability, changes to development and retrofit programmes, asset strategies, acquisitions, developments, transfers or disposals of properties, and changes to the number or condition of existing charge points requiring adoption, upgrade or replacement.

Other known risks include changes to government grants, subsidies or wider policy; electricity price volatility; electricity network and DNO capacity constraints; unforeseen site conditions; delays or additional costs associated with connection, planning, highways or landlord approvals; technology obsolescence; hardware, software or third-party system incompatibility; cyber security incidents; failure of the appointed supplier or a key supply-chain member; and difficulties transferring assets, systems or operational data from incumbent providers. If any identified risk materialises, it may result in delays, additional cost, altered deployment volumes, replacement or upgrade requirements, changes to the delivery or commercial model, or amendments to the contract which go no further than necessary to address that risk.
