- cancelled (12 Oct 2026), Following publication of the contract award notice for this procurement on 18 August 2026, the Council took the decision on 12 October 2026 not to proceed with the procurement. A review identified discrepancies between the pricing schedule and the published specification. Some specified requirements were not reflected in the pricing schedule, while certain priced items did not appear to correspond to those requirements. The Council has also been mindful of the time elapsed since tender submissions were received and the resulting uncertainty as to whether the submitted pricing remained commercially representative. In light of these concerns, the Council no longer has confidence that the procurement would deliver the best value for public money. A fresh evaluation would not resolve the issues concerning the pricing schedule or the continued relevance of the submitted pricing. The Council has therefore concluded that discontinuing the procurement and commencing a new process is the most appropriate way to address the identified issues comprehensively. The Council intends to commence a new procurement process, currently anticipated to be by mid-November 2026, by a Competitive procedure. The procurement documents, including the specification and pricing schedule, will be revised to address the issues identified through the Council's review. This will include greater clarity around pricing descriptions, units and the basis on which rates are to be provided, with the intention of reducing ambiguity and supporting a consistent assessment of tender pricing.
