- Suitability
Stated in procurement documents.
- Price carries 30–50 points depending on the lot. Read the split per lot below.
- “Children’s Residential Placements — Consortia” is a framework: the contest is a place on its panel, not a single contract.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Publisher note: Southampton City Council has taken the lead for the purposes of tendering this opportunity, the other authorities included in this Consortia are Bournemouth, Christchurch and Poole Council, Bracknell Forest Council, Brighton and Hove City Council, Dorset County Council, East Sussex County Council, Isle of Wight Council, Medway Council, Oxfordshire County Council, Portsmouth City Council, Reading Borough Council, Slough Children’s Trust, Southampton City Council, Surrey County Council, West Berkshire County Council, West Sussex County Council, Royal Borough of Windsor & Maidenhead Council Wokingham Borough Council and Bristol City Council. The range value of 1 000 000 000 GBP — 2 000 000 000 GBP is an estimate only, as this is a Framework Agreement and spend cannot be guaranteed, a more accurate indication of values will only be available either retrospectively or when block contracts are awarded. This estimate includes market growth as referred to in Sir Martin Narey’s Report into Residential care in England 7.2016 https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/534560/Residential-Care-in-England-Sir-Martin-Narey-July-2016.pdf Other Local Authorities, beyond the Consortium identified in the OJEU Contract Notice, have an option to access this framework in the future and the estimate includes the estimated spend in this market for those authorities. A framework agreement is being arranged and subsequent Contracts will be awarded for the provision of children’s residential care services. The framework will be reopened yearly. The estimated value of the services to be purchased for the entire duration of the framework is purely indicative and cannot be guaranteed by the commissioners. The framework will also be open to Contracting Authorities in the counties of Devon, Somerset, Kent, Dorset, Oxford, Surrey, Hampshire, Wiltshire, Berkshire, Cornwall, the West Midlands and Greater London that have not been named; some Authorities within these counties have expressed interest in accessing the framework in the future, but have made no firm commitment at this stage, they are included at this stage to ensure they are able to access the framework if they wish to do so. Whilst the purchasers are in the South of England, there may be in certain circumstances a requirement for placements anywhere in England, Scotland or Wales. Any statutory successors of the above Contracting Authorities and other legal entities and service delivery bodies created as a result of any restructure or organisational changes implemented by the contracting authorities (including without limitation where implemented by any contracting authority jointly with one or more other Contracting Authorities), will also be permitted users of the framework agreements advertised herein.
