Published description of the framework
Rochdale Council uses a basket of goods approach to evaluate supplier pricing. Each
supplier submits unit prices for a predefined set of items, and the total basket cost is
calculated to compare bids consistently.
Suppliers can apply for specific lots within the framework agreement. Bids are scored
based on price and quality criteria, and the top three highest-scoring suppliers per lot are
awarded a place on the framework.

- Social Value
- Price
- Price carries 80 of 100 points: a 10% discount moves about 8 points. This one is won on the number: sharpen the price before polishing the prose.
- “Framework Agreement for in House Support Services” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
