Published requirement description

This invitation to tender is issued by North Eastern Universities Purchasing Consortium ("NEUPC") for the establishment of a framework agreement for the provision of Mechanical, Electrical and Sustainable Energy Services.

The Mechanical and Electrical Service Lots (1 and 2 below) will be available to all members of NEUPC and SUPC. The framework will be regional, covering the North East, Yorkshire & Humber, East Midlands and West Midlands. The Services will be split into Reactive or Project-Led to allow for lower value (reactive) and higher value (project-led) services to be provided.

The Sustainable Energy Service Lots (3, 4 and 5 below) will be available to all members of NEUPC, LUPC, SUPC and NWUPC. The framework will be considered national, but is broken down into ten distinct regions, covering the North East, Yorkshire & Humber, Midlands (East & West combined), East Anglia, London, South East. South West, Wales, North West and Cumbria. These three Lots will seek specialist suppliers who are able to offer supply, installation and commissioning services, with a focus on experience and any optional preventative solutions, optimisation services and innovation on offer. Bidders are able to select which regions they can service.

The Services are split into two value bands within each Lot to allow for low and high value services to be provided.

The proposed Lot structure and services are;

LOT 1 - Mechanical Services

LOT 2 - Electrical Services

LOT 3 - Air & Ground Source Heat Source Pumps

LOT 4 - Solar PV Panels and Systems

LOT 5 - LED Lighting Systems and Controls

The structure and procurement process is considered suitable for Small to Medium Enterprises (SMEs) and Voluntary, community and social enterprises (VCSEs) to bid for.

The regional split, number of Suppliers to be awarded per Lot, Service, Region, etc, will be broken down in greater detail in the tender documents and be clarified during the Preliminary Market Engagement Workshop taking place via Teams on 4th November at 11am (see UK2 notice).

The opportunity will be published on the NEUPC Procurement Portal (Portal). To ensure you can easily access the tender documents, we recommend creating an account on the Portal beforehand. You can create an account at: neupc.delta-esourcing.com ↗

Suppliers are advised to register and complete the relevant stages on the Central Digital Platform (CDP) if they wish to participate in and bid for this framework.

How to register on the CDP can be found at: www.gov.uk/government/publicati… ↗

Suppliers should be aware that CDP and Portal registration can be a prolonged process. Tender submission deadlines cannot be extended to allow for delayed supplier registration on the CDP and Portal.

A Pre-Market Engagement workshop is scheduled for early/mid November. The Tender documentation is estimated to be published in November 2026.

  • How the procedure runs: The contracting authority intends to conduct this procurement using a Competitive Flexible Procedure. The procurement is anticipated to comprise a selection stage followed by one or more tender stages. The authority reserves the right to undertake supplier engagement, evaluation, clarification, presentations, demonstrations, dialogue and/or negotiation to develop solutions and identify the Most Advantageous Tender. Full details of the procedure and any stages will be set out in the Tender Notice and procurement documents. This will be a multi-supplier framework agreement that falls under the scope of the Procurement Act 2023 (PA23). NEUPC intends to run a multi-stage competitive tendering procedure before awarding a maximum number of Suppliers against each Lot on the framework. The Invitation to Participate (ITP) procedure will have the following components: • Stage 1 - Procurement Specific Questionnaire (PSQ): Suppliers wishing to participate in the opportunity must submit a complete and compliant PSQ in response to the Tender Notice before the deadline (this deadline will be clearly stated in the Tender Notice and tender documentation once it is available). The PSQ stage will be focused on determining which Suppliers are best capable of delivering the required services. To ensure transparency, NEUPC will be using Stage 1 to down-select Suppliers, and as such will only take a fixed number of Suppliers to the next stage (the number of Suppliers being taken through will be clearly stated in the Tender Notice and tender documentation when published). All unsuccessful bidders from Stage 1 will receive an assessment notification that explains their rejection based on their response to the ITP. • Stage 2 - Invitation To Tender (ITT): Suppliers who are successful at Stage 1 will be invited to the next stage in the ITP process. Stage 2 will be a more detailed, focussed, assessment of Suppliers' capabilities in response to a list of questions set by NEUPC. Stage 2 will include: - Quality/Technical Questions (Scored) - Responsible Procurement and Social Value (Scored) - Price Assessment (Scored) Please note at Stage 2 the questions will be Lot-specific and may require different responses from Suppliers. Suppliers should be aware that no extra time is provided for Suppliers who are wishing to bid against multiple Lots. • Stage 3 - Further Negotiation and Submission of Revised Tenders: • Stage 4 - Appointment to the Framework: Following conclusion of a Standstill Period, Suppliers with the Most Advantageous Tenders (MAT) at Stage 3 will be invited to sign the Framework Agreement, Sustain Supply Chain of Conduct, and create/update a Sustainability Action Plan on the Subsequently they will be appointed a place on the framework. Parties are required to complete all these before being awarded a place onto the Framework. All Suppliers from Stage 3 will receive an assessment summary letter that explains their award or rejection based on their response to the ITP.

Question for the bid
This buyerNEUPC Ltd · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 0 of 2 known-size awards · market: CPV 7133 · UK-wide, n=9
0 of 233%

No small-firm winners recorded among this authority’s published awards in this sample.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in North West England.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 0 of 2 known-location awards · market: CPV 7133 · North West England, n=7
0 of 257%

Most of this buyer’s recorded winners were registered outside the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 4 decided notices · market: division 71 · North West England, n=34

Half of these awards have an award date within 122 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

The contracting authority intends to conduct this procurement using a Competitive Flexible Procedure.

The Invitation to Participate (ITP) procedure will have the following components:

  • Stage 1 - Procurement Specific Questionnaire (PSQ):

Suppliers wishing to participate in the opportunity must submit a complete and compliant PSQ in response to the Tender Notice before the deadline (this deadline will be clearly stated in the Tender Notice and tender documentation once it is available).

  • Stage 2 - Invitation To Tender (ITT):

Suppliers who are successful at Stage 1 will be invited to the next stage in the ITP process. Stage 2 will be a more detailed, focussed, assessment of Suppliers' capabilities in response to a list of questions set by NEUPC. Stage 2 will include:

  • Quality/Technical Questions (Scored)
  • Responsible Procurement and Social Value (Scored)
  • Price Assessment (Scored)

Please note at Stage 2 the questions will be Lot-specific and may require different responses from Suppliers. Suppliers should be aware that no extra time is provided for Suppliers who are wishing to bid against multiple Lots.

  • Stage 3 - Further Negotiation and Submission of Revised Tenders:
  • Stage 4 - Appointment to the Framework:

Following conclusion of a Standstill Period, Suppliers with the Most Advantageous Tenders (MAT) at Stage 3 will be invited to sign the Framework Agreement, Sustain Supply Chain of Conduct, and create/update a Sustainability Action Plan on the Subsequently they will be appointed a place on the framework. Parties are required to complete all these before being awarded a place onto the Framework. All Suppliers from Stage 3 will receive an assessment summary letter that explains their award or rejection based on their response to the ITP.
